This three-round tournament was played during the first quarter of 2009. The game is the Avalon Hill classic from the 1990s, re-issued in 2007 by Valley Games. The tournament was organized by Charlie Ward.

The tournament rules: The final total province count for all games was used as a tie-breaker for final results. Games were to be completed to the end of a turn; for a player conceding their game prior to the end of Turn 9, one point was to be added to the province count of the winner and one subtracted from the loser for each uncompleted turn. If either player had won an immediate victory by capturing the enemy capital by seige or by eliminating all the enemy PC markers the province count was to be taken as 18 to 0. Players bid PC markers for choice of side. Players rolled a die to determine who would bid first. The winner bid any number of PC markers (including zero) for their desired side, then the opponent either accepted the bid or else bid higher for the same side. The bid alternated until agreement was reached. The opponent then placed PC markers equal to the amount of the winning bid prior to the start of play.
